Bullard: Providing Quality Waste Management for East Texas for Over 30 Years
Since the 80s, the Bullard family has been helping Palestine and East Texas with their waste management needs.
In 1984, Richard Sr began his trade by building house pads for a local mobile home business. As his skills sharpened and his clientele grew, he decided to start the company in order to subcontract the septic work. Later in the mid-1990s, Bullard Inc was officially created.
Over the years of working with a variety of clients, we added new services and products. By 2015 we added luxury event restroom trailers. And by 2019, we became a licensed wastewater treatment and land application site. This opened up a new world of possibilities for our business, and we’ve been proud to offer a sustainable way to treat, use and dispose of wastewater at our site. This process is overseen by the Texas Commission on Environmental Quality or TCEQ.
By 2022, we began going by the name of Bullard Waste Management. We’ve also recently started hauling commercial grease trap waste. We’re again grateful to add this service to our repertoire to help keep our commercial clients’ kitchens clean.
A Family Owned and Operated Business
Opening in 1984 to fill a growing need in the community, the Bullards began their business to provide for their growing family. Richard Sr. and his wife were known for being passionate self-starters, so starting a business was the perfect choice for their family. Now, his sons have taken on the family business.
One son, Richard, recalls fond memories of his parents working tirelessly during his childhood. He claims that his mom would chase the kids around while taking jobs and directions on the kitchen phone. He says that his dad, Richard Sr, drove trucks and heavy equipment during the day, and then would climb underneath them to do repairs in the evenings.
Richard claims that he learned to answer the phone with, “Hello, how may I help you?” And used to have fun separating invoices and folding them for mailing.
The Bullard brothers are grateful that their parents opened the family business back in the 90s. Today, it’s their mission to continue the hard work that they started to honor their parents and provide meaningful lives for their families.

01. Portable restroom and sanitation equipment rental.
Any outdoor event is made better with our portable toilets, portable sinks, and trailers. Your guests will be grateful for clean, modern restrooms. You can rent them for a weekend, a week, a month, or on a bi-monthly basis.
02. Septic services
Our company provides a variety of septic services. When it comes to cleaning your home’s septic system, Bullard is the team to call. Our team is able to locate your septic tank manually or with a flushable GPS locator. In addition to inspecting and unclogging your septic tank, we can also facilitate specialized pumping solutions for both conventional and aerobic systems.
03. Wastewater treatment.
As a leading wastewater treatment company, Bullard provides customized wastewater treatment solutions to both septic tank owners and haulers. In fact, we are a land-application site – we take the liquid waste, treat it, and then apply the treated waste to the ground to increase agricultural output. The TCEQ monitors this process.
04. Commercial grease trap pumping.
Grease trap pumping is essential for maintaining the cleanliness of schools, restaurants, and nursing homes. With our assistance, your commercial kitchen area will remain clean. This service is meant to prevent costly damage from grease that collects in pipes.
05.Commercial grit trap pumping.
A similar service offered by Bullard is grit trap pumping, which is used to clean out the pipes of auto shops. Taking care of grit traps is something we enjoy doing for our local car washes.
